The offi cer in charge of all electoral activities in a constituency or local authority area. By law every Returning Offi cer is a Commissioner of Oath and as such competent to administer an oath or affi rmation from any election offi cial for the purposes of carrying out electoral activities
What is a Presiding Officer
An election offi cer appointed by the Electoral Commission in terms of Section 51 (c) of the Electoral Act of 1992, as amended to manage the polling station and carry out polling duties under his/her supervision.

Who is an Identity Controller
Who check voter’s registration cards against the electronic voters’ register or manual register. Check voters’ fi ngers for traces of indelible electoral ink.
What is an Inker:
A person who applies indelible ink to the left thumb of voters, and or visible ink at the cuticle of the left thumb or any other fi nger if a voter has no left thumb.
What is a Ballot Paper Issuer:
Officer who issues ballot papers to voters.
Who is a Ballot Box Controller:
Officer who checks for the offi cial secret mark at the back of marked ballot papers and directs the voter to the ballot box where to cast his/her ballot paper into.
What is an Election Agents
Representatives of political parties or independent candidates at the polling stations are called voting agents.
What is an Observer
Election observer is a person who has been accredited by the Director of Elections to enter and remain in a polling station, usually represents local or foreign organizations/countries.
